Mahoning County Law Library
Youngstown, Ohio

The Mahoning County Law Library, located on the fourth floor of the historic Mahoning County Courthouse, serves as a critical resource for legal professionals, public officials, and community members seeking access to legal information. To ensure the facility continued to meet the evolving needs of its users, Mahoning County undertook a comprehensive enhancement project that modernized the space, improved functionality, and preserved the building’s historic character.
Size: 2,348 sf
Project Scope: Renovation and Restoration
Delivery Method: Design/Build
The project encompassed a full renovation of approximately 2,348 square feet within the library. A central component of the improvement effort was the creation of three state-of-the-art conference rooms. These enclosed spaces expanded the library’s capacity to support private legal consultation, collaborative meetings, and focused research, addressing a long-standing need within the facility.
To resolve issues related to aging infrastructure, the project included the complete replacement of outdated mechanical systems. New, energy-efficient equipment increased reliability, improved environmental control, and reduced operational costs. Complementary upgrades to the electrical systems and technological infrastructure brought the library in line with modern performance expectations, supporting contemporary research tools, digital resources, and enhanced connectivity. Preservation of the building’s historic value served as a guiding principle throughout the renovation process. Interior work included refinishing original furniture, restoring historic tile and terrazzo flooring, and maintaining architectural elements that contributed to the courthouse’s enduring significance. These restorations were paired with carefully selected modern finishes, creating a balanced environment that honored the past while providing a refreshed and welcoming atmosphere. Additional acoustic enhancements further supported a quiet, focused workspace essential for legal study and professional activity.
